Landowners Can Now Apply Through Bhoobharathi for Record Corrections: Telangana Govt Releases New Rules

NEWS CHARIOT:-In a major move to simplify land-related grievances, the Telangana government has officially released the rules for the Bhoo Bharathi portal, aimed at streamlining land mutation and record correction processes. The government stated that landowners no longer need to approach courts, as appeal provisions and dedicated tribunals will soon be available for dispute resolution.
As per the new framework, District Collectors and RDOs (Revenue Divisional Officers) have been granted powers to correct errors related to landowner names, land extent, and land classification. However, the government emphasized that no changes will be made to land ownership records, and all data will be based strictly on Dharani portal records, reinforcing data integrity and transparency.
For mutation of land records, individuals can now apply via the Boo Bharathi portal using sale deeds or inheritance documentation—whether through intestate (without a will) or testamentary succession. In the case of intestate inheritance, all legal heirs are required to submit a joint affidavit, along with relevant documents such as survey maps and ownership proofs. The Tahsildar will issue public notices and, after verifying claims and conducting field inspections, must issue a speaking order within 30 days. If no order is given in time, the applicant’s name will be added as a deemed mutation entry, and an updated Pattadar Passbook will be issued.
For record corrections, landowners can apply within one year from the law’s enforcement date or from the date of the erroneous entry. Supporting documents, including Pattadar Passbook, title deed, and registered agreements, must be submitted along with an affidavit. Relevant officers will notify all concerned parties and allow a 7-day window for objections. In the absence of objections, decisions will be taken on merit, followed by field verification. A final speaking order will be issued within 60 days and published on the portal.
These new rules are expected to bring transparency and speed to land administration and reduce the burden on courts by enabling citizens to resolve land issues more efficiently.
