Centre to Include Caste Enumeration in Upcoming Census, Says Dr. V. Krishna Mohan Rao

Calling the move “historic and scientific,” Dr. Rao extended his appreciation to Prime Minister Narendra Modi for addressing the long-standing demand of over 75 crore citizens belonging to the Backward Classes. He highlighted that this is the first time in independent India that the Census Department will directly conduct caste data collection, making the process more transparent and credible.
Reflecting on past efforts, Dr. Rao noted that while the 2011 Socio-Economic and Caste Census (SECC) was conducted by the Ministries of Rural and Urban Development, the findings were never fully made public, limiting its impact. “This new initiative represents a bold step toward transparency and equitable governance,” he added.
Dr. Rao emphasized that caste enumeration is not a symbolic gesture but a cornerstone for evidence-based policymaking. Dr. Rao further urged the creation of a separate Ministry for OBC Affairs, arguing that once caste data is available, robust institutional mechanisms will be needed for implementation. “We need permanent frameworks for monitoring, policy innovation, and grassroots execution,” he said.
He concluded that this initiative opens a new chapter in inclusive governance, rooted in constitutional values and representative policymaking, marking a transformative moment for India’s social justice landscape.
