Land Acquisition Challenges hyderabad KBR Park Flyover Project

NEWS CHARIOT:-The construction of flyovers and underpasses around KBR Park in Hyderabad as part of junction development has hit a roadblock due to land acquisition issues. The expansion of Road No. 12, from Virinchi Hospital to KBR Park, has become a major challenge for officials.

To resolve the issue, the Greater Hyderabad Municipal Corporation (GHMC) has decided to offer Transfer of Development Rights (TDR) as compensation for land acquisition. Officials estimate that out of the ₹1,090 crore allocated, half of the funds will go toward land acquisition. The previous government had also extensively used TDRs for Strategic Road Development Project (SRDP) works.

The top priority areas for junction development include Maharaja Agrasen Junction, Film Nagar Junction, and Road No. 45 Junction. In total, 129 properties need to be acquired for road expansion and junction improvements.Maharaja Agrasen Junction – 34 properties,Film Nagar Junction – 43 properties,Road No. 45 Junction – 36 properties,GHMC has already issued notifications for acquiring 82 properties, covering an area of 17,512.62 square yards. Many of these properties belong to leaders from Congress, BRS, and TDP.

Under the land acquisition law, compensation is usually double the market rate for land and construction. However, with TDR, if a person loses 20 square yards of land, they receive development rights for 80 square yards—a fourfold compensation model introduced in 2017. Initially, the Congress government opposed TDR but is now reconsidering its stance.

There is speculation that the government is planning to introduce new Floor Space Index (FSI) regulations to boost TDR demand. However, industry experts note that demand for TDR has significantly declined, with only 25-30% of the available TDRs being purchased. Many property owners are hesitant due to the uncertain market value of TDRs.

The ongoing debate over compensation methods has raised concerns about the completion timeline for the KBR Park junction development project.
